Civil Aviation Ministry form Independent Investigation Panel

Pawan Hans ready for Khandu copter

New Delhi, May 26: The Civil Aviation Ministry on Thursday said it will form an independent Accident Investigation Committee.

Directorate General of Civil Aviation (DGCA) has been conducting investigation of accidents and serious incidents and providing support for the investigation by Court of Inquiry and Committee of Inquiry.

In accordance with the International Civil Aviation Organisation (ICAO) SARPs and to provide independence of investigation function from the regulatory function, it is necessary to create an independent investigation systems/Committee, said the ministry.

“With the growth of aviation and corresponding increase in occurrences to be investigated, it is necessary to identify the causes of accident in an independent manner. The creation of Committee shall also conform to the ideology stated in the State Safety Programme of India,” the ministry said.

Meanwhile, Pawan Hans Helicopter Limited (PHHL) officials on Wednesday said they would cooperate with any investigation conducted by the concerned authority in the April 30 Pawan Hans chopper crash that killed chief minister Dorjee Khandu and four others.

"If the Centre or the director general of civil aviation (DGCA) starts an investigation into the chopper crash that claimed the chief minister's life, we will co-operate with it fully," said an official of PHHL. He also said both PHHL and the DGCA have been making an internal assessment of various aspects like safety, service and air maintenance.

"The reports are likely to be placed within a month and only then can we give a clear picture of the crash," he added.

A preliminary probe into the crash found the chopper, a single-engined Eurocopter AS 350 B3, was not suited to fly in adverse weather conditions. The probe report also said the chopper, a four-seater that was pressed into service in December last year, had been overloaded as it had five persons on board during Khandu's last trip.

Sources added the DGCA would also examine why the advanced emergency locator transmitter (ELT) fitted into Khandu's helicopter did not transmit signals on heavy impact during the crash. Usually, the signals of the ELT, fitted for locating a chopper in case of a mishap, can be picked by ISRO satellites or any other aircraft flying over the crash site as the equipment is activated automatically on heavy impact. But as no signal was picked up by the satellites or the search operation aircrafts, the DGCA would also look into why the ELT did not get activated.

The Arunachal Pradesh, Meghalaya and Sikkim governments have already suspended the Pawan Hans commercial helicopter service since Khandu's death on April 30.

 

Dai made member of CBFC

ITANAGAR, May 26: Mamang Dai, famed writer has been inducted as a member of Central Board of Film Certification.

According to a notification issued to Dai along with fourteen others have been made the member for three years of the board.  

The Central Board of Film Certification popularly known as the Censor Board is a government of India regulatory body and censorshipboard of India controlled by Ministry of Information and Broadcasting. It reviews, rates and censors motion pictures, television shows,television ads, and promotional material. It regulates the public exhibition of films in India under the provisions of The Cinematograph Act 1952. Films can be publicly exhibited in India only after certification by the Board.

The other members are Amal Allana, Anees Jung, Dipesh Mehta, Pankaj Sharma, M.K. Raina, Rajeev Masand, Nikhil Alva, Shubhra Gupta, Shaji Karun, Anjum Rajabali, Arundhati Nag, Ira Bhasker, Pankaj Vohra, Harnath Chakraborty.

 

Friends of Eighties

PASIGHAT, May 26: Friends Of Eighties (FOE) distributed fruits to patients on Monday on the occasion of their rising day.

The group distributed fruits to 70 indoor patients at General Hospital and insects killer sprayer was handed over to the hospital authority on the day.

Free tuition to Balek Secondary School students and financing two patients to Dibrugarh for further treatment are other contribution of the group.

The members of FOE along with the President Olen Taning, Secretary Opak Nonang, Convener Rajat Kanti Das and renowned leader Kaling Moyong voluntarily donated some amounts for noble cause.

The Jt. Director Health Services (T&R) Dr. Kabang Lego and Medical Supdt Dr. Onik Moyong welcomed the noble gesture. (DIPRO)

 

NGO tells bank to support farmers

ITANAGAR, May 26: Alombro  Mayu Yaku Chi Amey Aroga (AMYAA) a Non-Government Organization based at Namphai-I, Miao with the support of NABARD Itanagar and responsible for forming farmers club, urge the SBI and Apex Bank, Miao to stop turning deaf ears to the plead of the farmers but rather give space of importance and seriousness in helping the farmer’s through comprehensive financial inclusion approaches.

Changlang with the existing credit gap of more than 95% and adults not having bank loans with 98.6% is a matter of concern that cannot easily be ignored by the existing financial institutions like SBI and Apex Bank of Miao. The farmers who with much vigor and enthusiasm came together to become members of Farmer’s Club hoping in the credit facilities from Banks are now shattered to discouragement and discontentment due to the delay and passive attitude of the Banks, it said.

The AMYAA responsible for the development of poor farmers through the formation of farmer’s club at grassroots level has been visiting SBI and Apex Bank time and over requesting for support of these farmer’s club through appropriate financial services such as small loans, it said. The farmers have rich resources such as land and manpower but due to lack of capital they remain poor as ever, it said. The farmers have interest and determination to start income generation activities such as poultry, fishery, piggery, tea plantation, orange plantation, vegetable plantation, dairy farming, honey production, vermicompost production, quality plantation and nursery management  and any step taken by Banks to support the Farmer’s Club through financial services and timely and adequate credit will bring about a huge changes of development in the lives of the farmers who are the most vulnerable groups, it said while urging the banks to come out in support of the poor farmers.

 

A day well spent

ITANAGAR, May 26: The residents’ of D-Sector, Itanagar and its adjacent areas have carried out mass social service today in the neighbourhood. During the eight hour long service, potholes and damaged locations of the sector road were filled up with cement concrete mixture using twenty five trucks of sand gravel with sixty bags of cements.

It is interesting to note that the residents have utilized the forced holiday for social useful activity. D-Sector Residents Welfare Association led by Muntu Mossang and the D-Sector Youth Welfare Association led by Hillang Tadh thanked Itanagar MLA Techi Kaso, for his contribution of fifty cements bags.

 

Intra-Frontier Level Football competition begins at Kimin

KIMIN, May 26: The  Intra Frontier Level Football Competition organized by 10th Bn of Indo Tibetan Border Police (ITBP) began  at Kimin yesterday.

Attending the inaugural ceremony as chief guest, Ashok Kumar Chhari, DIG, RTC Kimin spoke about the importance of games and sports in one’s life.

Sports play a vital role in our life, he said adding that anyone with a sound health can do anything in life and sports help us to achieve this easily. It boosts our physical capacity and endurance and makes us fit in all aspects, he said.

Three sectors--the Himveers of Sector Ita, Sector Tezpur and Sector Gtk are participating in the competition. All the three teams will play two matches with each other and the two best teams will be selected for the final.

The main motto of this event is to find the best team, the best players  in the Frontier. It also aims to  inculcate the sense of sportsman spirit among the ITBP jawans and create awareness among them about the importance of sports in one’s life.

 

ANSU sponsored Capital bandh

ITANAGAR, May 26: The 12-hour Capital bandh called by All Nyishi Students’ Union (ANSU) for non-compliance of ultimatum given to the State Government demanding arrest of Pradip Thakur, a New Delhi based journalist for his questionable write up, was total and passed off peacefully today.

Life was completely paralyzed with buses, taxis and autorickshaws keeping off the road. The State-owned Arunachal Pradesh State Transport Services also did not operate any bus services.

Banks, shops, and all commercial establishments did not transact any business.

According to the police, no bandh-related untoward incidents were reported from anywhere in Capital Complex, including Banderdewa and Doimukh.

The demands of the Union included arrest of Pradeep Thakur, revealing the source based on which he made the remarks, unconditional apology to the Nyishi community in all leading national dailies, resignation of Arunachal Press Club President for non-publication of ANSU’s press conference and the peaceful protest rally, shifting of The Sentinel Arunachal out from Capital Complex/Nyishi belt.

Meanwhile, ANSU thanked the people for their support in ensuring a total bandh.

The Union further reiterated that the governments comply to its petition and take necessary action, as mentioned in ANSU charter of demands which was submitted to the Arunachal Chief Secretary on May 19.

 Our struggle for justice will not end here and it would not be diluted easily, it said while adding that people should not take the issue in political context. This is to reiterate that we are not against any community of Arunachal but against the injustice and biasness, it said while urging for support from the people.

Sanjoy appeals

ITANAGAR, May 26: While condemning the bad remarks made by a senior journalist of a leading news paper on a particular community,  Lok Sabha MP Takam Sanjoy has requested All Nyishi Students Union (ANSU)  to call off its all phases of agitation for paving a way for conducive atmosphere in establishing permanent solution to the imbroglio in the interest of community, union and for all round maintenance of communal harmony in the state.

“While understanding the sentiments of Nyishi community and your noble initiative to protest the bad remarks made on the community, I also condemn and consider is as unfortunate and uncalled for on the part of the senior journalist of a leading news paper to cast aspersion on a particular community,” said Sanjoy in his letter to ANSU president. Sanjoy further said that he extended his desire to act as ambassador to facilitate a platform to hammer out a permanent solution to Press imbroglio by involving Times of India journalist Pradeep Thakur and State Govt. Two rounds of meeting have been held with the concern journalist in New Delhi whereby an open apology was flashed in ToI and other national dailies in two  subsequent days, Sanjoy informed.

 

Ph. D for David Pertin

ITANAGAR, May 26: David Pertin has been awarded a Ph. D degree for his thesis “The Puroiks of Arunachal Pradesh: A Study in Social Geography” by RGU. Presently serving in the university as an Assistant Registrar, Pertin did his research under the supervision of Dr. Nishamani Kar in the Department of Geography. The degree shall be conferred to him in the next convocation of the university.

 

Climate risk management committee formed

ITANAGAR, May 26: An Awareness Cum Village Level Climate Risk Management Committee formation meeting of the National Initiatives on Climate Resilience Agriculture (NICRA) project under the KVK West Siang, Basar was held at Govt. Middle School, Dali in which Ngudo Bame of Dali  was made  as the President, Tumar Basar as the Vice President and Yomke Doke as the Secretary of the committee along with other six members. The committee also decided to plan out the work to be executed during the ensuing kharif season to make the project successfully.

 

Union activities suspended

ITANAGAR, May 26:  The chairman and vice chairman of Arunachal Indigenous People’s Union(AIPU) have suspended all kind of activities of the union till  its bye laws are completely farmed.

Union Chairman Rigam Santhana and vice chairman Ha Nayung in a joint release  said that the decision was taken after some discrepancies were found in formation of full fledge executive body of the union and in view of serious allegation of misusing the union such as illegal collection of donation from traders and individuals.  They further informed that the decision was taken after thorough discussion with the advisory council members to keep the reputation of the union intact.

 

Allegation refuted

ITANAGAR, May 26:  The complaint lodged against Yachuli CO  for his alleged ‘unbecoming behaviour’ during court proceeding at ADC court room, Yachuli  on May 11 is totally baseless, false and fabricated, said  Potin ASM Taba Talo,  Potin HGB Taba Tayo and Possa  GB Taw Tebi and Anchal chairperson Licha Birbal in a joint release.

Reacting to a news items published in this daily on May 24,  the release further said that  the CO cum magistrate had  intervened to defuse the situation on that particular day which cropped up following  argument between Taba Yatte  and Taba Yaho during court proceeding and pushed ‘all of them out of the court’.   Though the magistrate decided to take legal action against both Yatte and Yaho for insulting and disrupting the court proceedings, the matter was resolved on request, the release claimed.

The GBs and ASM who claimed themselves as eyewitnesses of the court proceeding further said that Yatte had violated court decorum which is ought to be maintained by all good citizens. They further said that complaint against CO is motivated to tarnish his image in the society.

 

Union appeals govt

ITANAGAR:  All Tawang District Students' Inion (ATDSU) requested the UPA Govt. and Chief Minister Jarbom Gamlin to name the green field airport, Itanagar after former CM late Dorjee Khandu and to make statues of Late Khandu at Indira Gandhi Park, State's Secretariat office and Bank Tinali.

The Union has further supported the AAPSU, NESO'S demand for a probe the chopper crash.

 

SSB personnel missing

ITANAGAR: Naharlagun Police have alerted all the police stations of the North East to trace out where about of one 24th SSB Bn personnel of  Bathnaha, Bihar, Gyani Raju who went missing on his way to Siliguri from Banderdewa on May 20 last. Meanwhile, Naharlagun Police Station registered an FIR lodged by Raju’s brother Gyani Davos, Naharlagun requesting the police to trace out his missing brother.

The local media muted our voice

Dear Editor,

Better Late than Never, I as a Nyishi is really relieved and grateful that the local media fraternity is finally coming out against Pradeep Thakur. The sentiments i have felt is also being shared by you. I too share your sentiments that vandalism and bandhs are not proper way of protests.

But if I may so add too, that the 8th May reaction towards a media house were not a direct reaction to what was published on May 4th in Times of India. You are implying that some Delhi based journalist's derogatory remark on our tribe has triggered the May 8th incident. I beg to differ with your views as it is sending a wrong impression of our community.

To register our protests against Pradeep Thakur's remark what better way do we have, but to approach the local based media fraternity. This we did. A press conference of the ANSU was held on May 7th, media reporters were also present.

But what did the local media do? You did not carry our voice to the next level. You muted our voice. There was nothing published in any of the local papers on 8th May. And that triggered the 8th May reaction, which off course is condemnable. My views differ with the ANSU demand for shifting of The Sentinel from Nyishi dominated Belt / Capital Complex. A newspaper does not belong to a single tribe or a community; it is the voice of the common masses, citizen without which we will be rendered voiceless. Just like we were muted on 8th May by the  local media fraternity. My intention in writing this letter is not pointing out wrongs or rights done, But also to remind you that we are all humans. 'To err is human'.

Dear Editor,

I really appreciate the precise observation of Legobaying regarding the lady drivers. When they are on wheels they almost forget their co-drivers on the road. They zoom to the highest speed and if accidentally they hit somebody then they will just tender apology and go away instead of reimbursing the loses. But if unknowingly you happen to give her car a scratch then you face the worst of your life time.  So very well said “beware of the lady rockers of street."

We are here for serious business

Dear Eitor,

Is this Kajal Chatarjee again? It's so monotonous that I am feeling as if I am puling my hair. We are here to read some serious, important, sometimes a very serious matter in the Readers' Forum, but not to tolerate monotony of a Kajal Chatarjee. Simply try counting in your foregone eidtions, how many words of Kajal Chatarjees you have printed. Why this fellow is exhibiting her/his writing skill in our local paper? Isn't any paper in West Bengal accommodating her/him? What connection does she/ he have with Arunachal?

In the beginning when we saw her/his writing, we thought she/he is having a little concern for Arunachal. But now we find that she is not only adamant, she is quarrelsome as well as boastful too.

A grave mistake by Govt

Dear Editor,

This letter is in regard to the recent reshuffle of ministry in the Govt. led by Jarbom Gamlin.

Appointing a first timer that too a PDS scam tainted person in a very high profile ministry of Tourism & WRD is a grave mistake by the govt.

The decision was to honour our beloved late CM Khandu  but with this decision, the govt has put our state in the stake by handling the high profile post to a corrupted person.

Let him experience as MLA for few years and if he gains experience then directly appoint him to the post of CM.

This letter won't make any difference to Pema Khandu or to the govt or to the people of Arunachal Pradesh because Arunachal is a land of kushi-marji.

Kajal is a defender of all good cause

Dear Editor,

Its a pity Sumon Das has failed again and again in his clearly visible racial comments driven by his limited wisdom and intellect. Had not it for one Kajal Chaterjee, many would have not noticed the importance of the legacy of Rabindranath  Tagore. He is celebrated not because he was a Bengali but because of his universal appeal. Not only that, Kajal has presented a must learn way of expressing one's opinions and arguments liberally and democratically. Its pity again that persons like John Tasso, Shanu Monin and some others could not grasp the response letter in that simple way. Needless to mention they could not produce any counter arguments. If they really wanted the arguments to stop, they should  have pointed out the one who was the source of this continuous letters. Kajal has never boasted on her/his own about Tagore so far. She/he only responded politely and wisely to the unwise remarks of Das. Moreover, Kajal's letters never seemed to be egoistic or Bengali centric.  Didn’t they read Kajal’s first letter how she opposed Das's stupid remarks about northeasterners?

Even if they didn't there seem to be no valid reasons for their protest against Kajal’s letters.

I can only say to Kajal is that ignore such remarks at heart. They simply did not do a bit more of thinking and analyzing. We Arunachalis love your words and you too.

After all this arguments, it’s easy to observe that an intended offensive remarks can be tackled in a simple and better way like that of Das and Kajal.  So why waste energy without any logic by retorting to violence and earn bad reputation as some of our organizations do. Because today’s deeds will be a permanent history in future.

Are they on a vacation?

Will Kangge Pertin get justice? I dont think so. What happen to the NGO's? Where is their voices?  Are they all on vacation? They must learn from a girl like Cholom Lammaty whose letter touched every daughter and father. It’s disgusting that after so much time no action has been initiated. I want to repeat the question raised by Cholom that "Are our daughter's safe in Arunachal ?" I would like to appeal all law abiding citizens of Arunachal please come, let us support Kangge Pertin today. Who knows tomorrow we might have to take support from him.

Lets fight for justice

Dear Editor,

It is very shameful to learn that the Engineer Kripa Pertin is in loose. I am very much touched by the girl’s father fighting for the justice.  I want to know the rule, regulation and function from the member of women commission in next edition of this paper. Commission is only for name sack, shame on you. First of all, you are mother, a sister and a daughter, no one can better understand the pain of the victim and her parents are getting other than them.

If the commission are unable to bring justice to the father of victim, then openly surrender it and recommend the same to the Center, otherwise to our Student union.

They will be more efficient in tackling this matter and in fact the girl is nursing student and hence she is a part of a Arunachal  Pradesh Student Union. Let  us take out a peace procession in capital to show that no more corruption or such injustice will be tolerated by our people anymore. Even though, if justice is not done, then we have to try to bring it to the limelight by raising this issue with the help of national media.

Therefore, lets fight for Kangge Pertin, lets fight for justice, lets fight for Arunachal.  Lets us make it successful, so that in future also this trend of united fight will persist and no one will become the victim of such injustice or corruption. It’s time to wake up. Let us come forward and fight for justice otherwise who knows one day it may be our sister or daughter who will need support one day.

This is for a social cause

Dear Editor,

Being a retired ANSU soldier, I am pleased to advice the present ANSU leaders that ANSU is an interest organisation and it is the duty of ANSU to fight for the right and justice for our Nyishi communities and ANSU have never been dictated by anybody.  It has its own policy, progamme and agenda, therefore ANSU need not give any clarification to its issue and demands in where Nyishi communities are the subject matter and where Nyishi communities are subjected to injustice.  Just simple apology tendered by P.Thakur should not be accepted until and unless the main person behind the whole game is punished and this is a fight for social honour and justice.

The silence NES is not acceptable at all and we would like to request all not to play politics and manipulate when the subject matter is all about the communities. We want to know from all the 14 Nyishi legislators what they are doing and what they have done so far in this regards.
